In 1986 college student Cara Knott was found murdered with her car abandoned near an isolated stretch of the interstate. When a series of women call to complain that a heretofore exemplary CHP officer named Craig Peyer had inappropriately stopped them in the same area, investigators have to look closer at one of their own.
